The end forces the means instead of justifying the means.
One example is your other question. Moving things to China to be produced has an end of saving money.
Walmart forced Coleman to move their lantern production to China. Not be cause they could not sell Coleman lanterns at higher prices but they wanted to show the customers that they force reduced prices.
2. Manufactures of government products have to arbitrarily raise overhead to justify higher prices. As an official told me, if they get 15% profit, 15% of 5 million in sales is less that 15% of 10 million in sales.
